The Election Commission has asked the Ministry of Home Affairs to furnish details of expenditure it estimates to make on security arrangements for the local level elections slated for May 14.
The poll panel stated that security spending during elections
was a matter of public concern and details of expenditure had been sought to check possible irregularities.
The EC had sought a budget of Rs 10.3 billion for the local level elections, while the MoHA has estimated over Rs 30 billion for security arrangements for the elections.
“We’ve asked MoHA to submit details of the estimated security spending,” EC Commissioner Sudhir Shah told THT. According to him, the EC is concerned about possible irregularities in poll security funds and is keen to adopt measures to check the same.
Shah said the EC had sought details of spending from MoHA Secretary Lok Darshan Regmi during security briefing.  Representatives of all security agencies — Nepali Army, Nepal Police, Armed Police Force and National Investigation Department  — were present in the security briefing held on Saturday at the EC’s central office.
The EC, which held a meeting with security agencies thrice in the past, had also discussed operational security plan approved by the Central Security Committee headed by Minister for Home Affairs Bimalendra Nidhi. During the discussion, EC commissioners had also inquired about the integrated security plan. They had also sought the list of sensitive and highly sensitive rural-municipalities and municipalities from the security perspective.
In an earlier meeting with representatives of security agencies, commissioners had inquired about possible cross-border infiltration during election. They had asked MoHA secretary to direct chief district officers of Tarai districts to communicate and coordinate with their counterparts in adjoining districts in India. EC commissioners had also inquired about security conferences MoHA was holding across the country. “We asked them why they did not invite EC commissioners to security conferences,” said Shah. He said the EC asked security agencies not to hold security conferences without EC representatives.
Commissioner Shah said Nepali Army, which will be mobilised in the third ring outside Nepal Police and APF, would ensure psychological security to voters throughout the country. “NA’s deployment strategy will be determined by the security condition of respective polling station,” said Shah, adding that the army could be mobilised in the second or first ring if the situation deteriorated.
MoHA said Nepal Police would provide security in the first ring, APF would be mobilised in the second circle and NA in the third in polling stations where the situation was normal.

NRA to facilitate distribution of land ownership certificates

The National Reconstruction Authority has decided to make necessary arrangements to conclude the housing grant agreement with beneficiaries who are yet to receive the relief due to lack of land ownership certificate.
A meeting of the executive committee presided over by NRA Chief Executive Officer Govinda Raj Pokharel had recently made a decision to the effect. For this purpose, a panel led by executive committee member Dhruba Prasad Sharma was formed to offer suggestions on policy provisions that could be made to address the problem.
A press release issued by the NRA said the panel will submit a report to the committee with a recommendation within one week. The government had already entered into grant agreements with 548,255 out of 636,036 identified or recorded beneficiaries of the housing grant in 14 districts worst-hit by the quakes.
Despite being genuine beneficiaries, as many as 77,781 households are still deprived of the facility for want of land ownership certificate.

The government provides beneficiaries a total of Rs 300,000 each to reconstruct their homes damaged by the quakes in three instalments. Land ownership certificate is required by the local levels to sign the grant agreement with the beneficiaries. Quake survivors without land ownership certificate have to register their land with the district survey office and land revenue office to receive the certificate as per existing NRA guidelines.
Earlier, the NRA had directed the Ministry of Land Reform and Management to instruct its line agencies to expedite land registration for those lacking the certificates. It even issued the Guidelines for Land Registration, 2016 after holding consultations with the Ministry of Federal Affairs and Local Development, the Ministry of Home Affairs, and the Ministry of Land Reform and Management to resolve the issue.
Meanwhile, the NRA said it has completed a survey in 17 districts least affected by the quakes, identifying 44,443 beneficiaries of housing grants.

LAMJUNG: The surge in the arrival of tourists at the Annapurna region has been a matter of great joy for entrepreneurs and villagers here.

As per the data provided by the Timsa Check Post, Besisahar, more than 2,500 foreign tourists travelled through the Annapurna circuit in the month of March.
According to Check Post employee Mina Gurung, 2,596 foreign tourists travelled through the Annapurna trek route in the month of March alone.
Gurung said 100 more tourists were arriving every day since the start of April.
Israeli, German, French, Australian, British and American tourists usually travel through the Annapurna trek route.
The domestic tourists have also increased of late with the construction of the motorway to Manang district headquarters, Chame.

On-duty painter falls off new house, dies at hospital

KATHMANDU: A man died after falling off the third floor while painting a newly constructed house near Durganagar Colony in Nagarjun Municipality-9 of Kathmandu on Thursday.
The deceased has been identified as 40-year-old Ram Rai of Damak, who was currently residing at Syuchatar, police said.
Rai, who got severely injured in the fall, was rushed to the Bir Hospital for treatment. However, he died at the health facility during treatment.

Indian families occupying Nepal’s land for farming

Apr 6, 2017- An area near Nepal-India border in Gobargadha Tapu, Saptari, is being taken over by some families who have migrated from across the Indian border town.
These émigrés, who hails from the village of Kataiya in Supaul district of Indian state of Bihar,  have started to build huts and plant crops on the land that is located 5 km inside the border, the area that falls under the sovereignty of Nepal.
Surtal Mukhiya is one of the people, who have migrated from his native land, in India, to Gobargadha Tapu, where he is growing wheat on a land spread over nearly 10 bighas or 1.6 hectares. He has also built a hut next to the plantation. Mukhiya claimed he and his family had been coming to Gobargadha Tapu to plant crops for some years now. Apparently, he has no qualms about occupying a land illegally, let alone a land in a foreign country.
“We live in India during monsoon and return after the monsoon has ended to grow our crops here,” he said.

Meet Ashma, now famous B-girl of Nepal (with video)

KATHMANDU, April 1:  B-girl of the popular The Cartoonz Crew in Youtube, Ashma is very busy these days…rehearsals for new videos, study and workshops…she has to share her hours everywhere.
Her fans are increasing as she is stealing the limelight through The Cartoonz Crew on social media and Youtube. Ashma, 21, is famous for the break dance.
“I was interested in dance since grade eight. My school friend Suraj inspired me to involve in dance”, said Ashma. While studying in Nepal National Lower Secondary School, Hadigaun, her school mate Suraj used to show her videos of B-boying and B-girl, after which her interest toward this form of dance increased. She started practicing the dance for hours watching on Youtube.
Realizing that she could not perform like the videos on Youtube, she decided to join then Nepal Sports and Dance Training Institute (now GA Hall) of Thamel, where the entire trainees were boys.
“I was the only girl there. I used to feel shy dancing with the group of boys. B-boying was only for boys not for girls”, remembered Ashma, adding, "I had feared if my family would know about this. “
Her study was getting worse as she used to spend most of her time practising dance with the help of Youtube.  Her parents were worried about her studies. “My photo was printed on the cover of Friday magazine. And then my family, for their surprise, came to know about my dancing”, said Ashma.

Post photo Mar 4, 2017- Supporters of the Samyukta Loktantrik Madhesi Morcha obstructed the Mechi-Mahakali campaign of the CPN-UML, and misbehaved with local leaders of the main opposition party, in Saptari on Friday. They hurled stones at the vehicle of UML lawmaker Ranju Kumari Jha in Rajbiraj. Jha, who is also the chairperson of the Women, Children, Senior Citizens and Social Welfare Committee of Legislature-Parliament, had reached the district to attend the party programme. Morcha supporters smeared soot on the face of UML district member and former District Development Committee member Pratap Narayan Chaudhary at Machha Hatiya in Rajbiraj. Protesters carrying black flags also burnt UML flags at Tetarigachhi Chowk. Supporters of the Madhes-based parties organised protests at various places in the district to foil the campaign. Govinda Neupane, district chairman of the UML, said the Morcha supporters misbehaved with their supporters. “The attempt of the Morcha leaders and supporters to bar us from holding a programme is a sign of lawlessness. We will stand firm against such activities,” said Neupane. SLMM Saptari coordinator Dinesh Kumar Yadav denied their involvement in the incident. He said that the public perception of the UML as an anti-Madhes party could have led the locals to create obstructions. Following the incident, security has been heightened in the district. The Saptari party committee of the UML accused Morcha supporters of looting Rs14,000 from district Secretary Shambhu Yadav. According to the party’s statement, Morcha supports snatched a bag which Yadav was carrying. Yadav said they also threatened his wife Indu that they would torch their house in Nargho-8. However, the SLMM has denied the allegations.

SSB assault Nepali women in Nepal

The Indian Ministry of External Affairs (MEA) has said that its border security froce Sashastra Seema Bal (SSB) has initiated an enquiry on the death of a Nepal man, allegedly in a firing by SSB, at Nepal-India border in Kanchanpur district on Thursday.
A 32-year-old man from Ananda Bazaar of Punarbas Municipality-8 in Kanchanpur district died when India’s SSB allegedly opened fire on locals at border on Thursday. The victim has been identified as Gobinda Gautam of Punarbas Municipality-8.

Barack Obama vowed to speak up if Donald Trump threatens core US values and reassured

During his final press conference and public appearance before Trump's inauguration on Friday, the 55-year-old said he was stepping back but would return to the political breach in extremis.
"I want to do some writing, I want to be quiet a little bit and not hear myself talk so darn much. I want to spend precious time with my girls," he said.
But, he added, any effort to enforce systematic discrimination, erode voting rights, muzzle the press or round up young immigrants, would cause him to speak out.
"There's a difference between that normal functioning of politics and certain issues or certain moments where I think our core values may be at stake."
During the campaign Trump vowed to ban Muslims from entering the United States and deport millions of illegal immigrants, many of them Latin Americans long-settled in the country.
His strident tone since winning election and the contrast with eight years of Obama's liberal agenda has given the country something akin to political whiplash.

Trump's supporters are euphoric that political business as usual may be over, while his detractors are fearful of a mercurial and untested leader.
Against this backdrop, the traditionally mild-mannered ritual of a final presidential press conference was given added political weight.
Obama was in turn resolute and reassuring. "I have offered my best advice," he said, describing his conversations with the president-elect.
"I can tell you that -- this is something I have told him -- that this is a job of such magnitude that you can't do it by yourself. You are enormously reliant on a team."
He also warned Trump to think through foreign policy decisions that may be domestically popular, like his vow to move the US embassy in Israel to Jerusalem.
"It's a volatile environment. What we have seen in the past is when some unilateral moves are made that speak to some of the core issues and sensitivities of either side, that can be explosive."
Asked about Trump's stated intention to seek a thaw with the Kremlin, Obama stopped short of criticizing his successor -- but noted that his own overtures to Russia were frustrated by an "adversarial spirit" when Vladimir Putin regained the presidency.
He also defended his decision -- slammed by Trump's Republicans -- to commute the sentence of transgender army private Chelsea Manning, jailed for 35 years for handing classified US documents to WikiLeaks.
